KUALA LUMPUR: Kerajaan akan mempertimbangkan pemberian Bantuan Rakyat 1Malaysia (BR1M) tambahan sekiranya peningkatan harga minyak memberikan pendapatan tambahan kepada kerajaan, kata Menteri Kewangan Kedua, Datuk Seri Johari Abdul Ghani.
Katanya, pemberian BR1M tambahan itu bagi meringankan beban masyarakat berpendapatan rendah berikutan peningkatan harga minyak.
“Kerajaan ambil maklum peningkatan harga minyak ini dan kalau peningkatan ini menyebabkan kerajaan dapat lebihan pendapatan yang boleh disumbangkan kepada masyarakat berpendapatan rendah seperti penerima BR1M, kemungkinan besar kita boleh mempertimbangkan BR1M tambahan,” katanya.
Beliau berkata demikian sewaktu menggulung Rang Undang-Undang Perbekalan 2018 peringkat jawatankuasa Kementerian Kewangan di Dewan Rakyat hari ini.
Menteri itu menjawab soalan Datuk Seri Ahmad Hamzah (BN-Jasin) berkenaan pertambahan hasil kerajaan berikutan peningkatan harga minyak.
Bagaimanapun, katanya, pemberian BR1M tambahan berkenaan bersifat tidak kekal.
Golongan B40 terdiri daripada golongan pendapatan bulanan sehingga RM3,855.
“Kerajaan akan terus memantau harga minyak petrol di pasaran. Sekiranya harga terus meningkat dan pendapatan negara bertambah, kerajaan mungkin akan mempertimbangkan untuk terus membantu golongan yang berpendapatan rendah.
“Sekiranya harga minyak terus naik melebihi RM3 seliter, kami faham keadaan yang bakal dialami oleh golongan B40 ini. Kerajaan akan mengeluarkan satu mekanisme,” kata Johari seperti yang dipetik dalam Sin Chew Jit Poh.
Menurutnya, BR1M sebanyak RM1,200 pada masa itu tentunya tidak mencukupi lagi, oleh itu kerajaan akan meningkatkan jumlah bantuan bagi mengurangkan kesan kenaikan harga minyak. Bagaimanapun, sekiranya harga minyak merosot, kerajaan perlu mengambil semula BR1M.
Johari turut berkata, kerajaan juga mengkaji pelaksanaan di beberapa negara maju dengan membiarkan harga minyak terapung dan penggiat industri minyak dan gas akan menentukannya.
“Apabila kerajaan membuat keputusan mengenai harga siling, sama ada penggiat industri minyak dan gas mahu menjual minyak pada harga rendah bagi tujuan promosi, itu terpulang kepada mereka. Ini antara pilihan yang kami sedang teliti.
“Namun sebelum melaksanakannya, kerajaan perlu mengkaji apa kesan dan akibatnya kelak,” katanya.
Menurutnya, bagi peningkatan setiap dolar AS bagi satu tong harga minyak mentah dunia, kerajaan akan mendapat pendapatan tambahan kira-kira RM300 juta.
Menjawab soalan Nga Kor Ming (DAP-Taiping) berkaitan impak sistem apungan harga minyak, Johari berkata, sejak diperkenalkan, impak sistem berkenaan kepada pengguna hanya berjumlah satu sen.
“Sejak kita apungkan, ada 12 kali turun dengan jumlah 74 sen dan 19 kali naik berjumlah 75 sen. Jumlah impak keseluruhan satu sen,” katanya.
Menjawab soalan Oscar Ling Chai Yew (DAP-Sibu) dan Ong Kian Ming (DAP-Serdang) berkaitan wang tidak dituntut, Johari berkata, sejak 1977 sehingga September lepas, jumlah wang tidak dituntut yang direkodkan ialah RM9.06 bilion.
Daripada jumlah berkenaan, katanya, RM1.64 bilion telah dibayar balik kepada pemilik dan RM1.46 bilion dipindahkan ke Akaun Hasil Disatukan.
